Appeal to the federal government: Kombiverkehr calls for help for the combined transport industry in a dramatic situation
  • The expert forum for climate-friendly mobility and infrastructure set up by Federal Minister Schnieder has included the demands of Kombiverkehr and the SGV associations in its recommendations and is advocating political support measures for combined transport.
  • The results of the forum's work and its recommendations include a reform of track access charges, compensation for additional costs incurred by diversions due to renovation work, a reduction in electricity tax and exemption from truck tolls for pre- and post-carriage.
  • The dramatic situation facing combined transport as a result of the planned total closures by DB InfraGO and the catastrophic network quality requires immediate political action.

(Frankfurt/Main, 18 July 2025) Kombiverkehr KG welcomes the measures developed by the Expert Forum for Climate-Friendly Mobility and Infrastructure (EKMI) for the German government's climate protection programme in the transport sector, which were presented yesterday at the Federal Ministry of Transport. Among the measures designed to bring about further CO2 reduction opportunities in the transport sector, experts from science and industry include a number of actions that Kombiverkehr KG has been calling for from politicians in Berlin and Brussels for some time, even against the backdrop of a very tense operating and production situation.

"A reform of track access charges, compensation for additional costs incurred by diversions due to renovation work, a reduction in electricity tax and exemption from truck tolls are important projects with a strong leverage effect to strengthen intermodal transport, shift transport volumes to rail and thus act in a particularly climate-friendly manner. For the intermodal market, these are very good intentions that deserve support, which have now been confirmed in their positive effect,‘ says Kombiverkehr Managing Director Heiko Krebs, commenting on the EKMI's findings and recommendations. ’Now we need to see immediate political action. The total closures of DB InfraGO as part of the general renovation and the current disastrous network quality leave no time for delay. Combined transport must become more affordable, more efficient and thus significantly more attractive again for the entire industry, from railway companies to operators and freight forwarders. Only then will the environmental benefits actually pay off."

Only strong intermodal transport with attractive conditions for providers and users can guarantee that the goals of the German government's climate protection programme will be achieved. This statement was positively reinforced by the recommendations of the Expert Forum for Climate-Friendly Mobility and Infrastructure.
